History

Kobuleti Municipality, with the town of Kobuleti as its administrative centre, is a coastal municipality in northern Adjara on Georgia’s eastern Black Sea shore. Its long-term character is shaped by a 24 km coastline, a transition from the Kolkheti lowland toward the Meskheti Range, and a mix of resort, agricultural, and protected natural landscapes.

Ancient settlement layers and the Guria context

The area is described as being inhabited since ancient times, with archaeological material pointing to a deep historical footprint. In the early modern period, the wider territory is linked to the Guria space, and sources note local noble ownership arrangements in the mid-17th century.

Ottoman period and the name Çürüksu

Under Ottoman rule, Kobuleti was known by the Turkish name Çürüksu, and an administrative unit (Churuk-Su Kaza) was established within broader Ottoman structures connected to Lazistan. This “border port” logic explains why the coastline carried both economic and strategic weight.

1877–1878 and resort-driven transformation

After the Russo-Ottoman War of 1877–1878, Kobuleti (along with much of Adjara) came under the Russian Empire. In the late 19th century, the coastal zone developed a reputation as an elite resort area, with high-ranking officials building villas and holiday houses, and the “healthy climate” becoming widely known.

Soviet era: resort status, city status, and agriculture

During Soviet rule, Kobuleti’s resort identity was formalised: it received resort status in 1923 and city status in 1944. The district also became known for citrus and tea production/processing and other agricultural sectors, while beach tourism and sanatorium culture supported a large seasonal economy.

Administrative development and modern self-government

The municipality’s administrative history includes incorporation within Adjara’s structures from 1921, formation as a separate district in 1930, later reorganisations, and finally a renaming to Kobuleti Municipality after the 2006 self-government reform.

Geography and climate

Kobuleti Municipality lies between the Black Sea, the Cholok River, and the Meskheti Range. Sources describe a subtropical climate with an average annual temperature of 13–15°C and annual precipitation of 2500–3000 mm.
